Now the leaders of the people lived in Jerusalem, but the rest of the people cast lots to bring one out of ten to live in Jerusalem, the holy city, while nine-tenths remained in the other cities.

Alle führenden Männer hatten sich in Jerusalem niedergelassen. Aus dem übrigen Volk sollte jede zehnte Familie in Jerusalem, der Heiligen Stadt, wohnen. Sie wurden durch das Los bestimmt. Die anderen Familien konnten in ihren Heimatorten bleiben.

Die Obersten des Volkes ließen sich in Jerusalem nieder. Das übrige Volk warf das Los und veranlasste so jeden Zehnten, sich in der heiligen Stadt Jerusalem niederzulassen. Neun Zehntel blieben in den Landstädten.
